ESTA’s Chief Executive Officer (CEO), Stephen Leane, has overall responsibility for managing ESTA.
The CEO reports to the ESTA Board and regularly engages with the Minister for Police and Emergency Services as well as senior officers of the Department of Justice and Community Safety, Emergency Management Victoria, and heads of Victoria’s emergency service agencies.
The CEO manages ESTA with the assistance and advice of the Executive Leadership Team.
Emergency Communications Services
The Executive Director Emergency Communications Services is responsible and accountable for the delivery of emergency call-taking and dispatching services, as well as the activation of the Critical Incident Response, Business Continuity and Crisis Management plans. The team is also responsible for building partnerships with the emergency services agencies and the sector. The Emergency Communications Services team is based across ESTA's three State Emergency Communications Centres, operating in Ballarat, Burwood East, and Williams Landing.
Emergency Management Services
Emergency Management Services is responsible for functions that enable high performing operational service design and performance. The department provides operational resilience and business continuity functions which are critical services to support effective management of large-scale events.
Emergency Communications Information Services
The Chief Information Officer is responsible for leading the emergency communication and information services domains, including call-taking and dispatch systems and all the state contracts such as radio, paging and mobile data. They are also responsible for information and geospatial management; CTD and corporate services technology; network and communications infrastructure; and information security.
Corporate Services
The Chief Finance Officer leads the financial management oversight of ESTA and provides authoritative advice on ESTA's financial position. The Finance and Commercial Services team is also responsible for payroll administration; financial operations and account services; building services management; and contract management and procurement.
People, Culture & Performance
The Executive Director People, Culture & Performance establishes and delivers the People Strategy for ESTA to ensure that ESTA is both high-performing and provides an engaging people experience. The People, Culture & Performance team is responsible for talent recruitment; diversity and inclusion; workplace relations, health, safety and well-being; and organisational development.
Governance and Strategy
The Executive Director Governance and Strategy manages the development of organisational direction, its planning and delivery. The Governance and Strategy team is responsible for corporate planning; effective delivery of service change, engagement with emergency services partners; delivery of programs and projects; data science; and enterprise architecture services and assurance functions including risk management, internal audit, compliance and business resilience.
General Counsel and Board Secretary
The General Counsel and Board Secretary supports the ESTA Board, and has oversight of ESTA’s corporate governance, and a range of legal and regulatory functions including privacy and freedom of information.
Communications and Engagement
Communications and Engagement has a responsibility for ESTA’s reputation, including internal and external communications; government and community relations; media and public relations; and community education and engagement.
